Please see below for below for HT responses to RDS Engineering's review of =
the Instrument General Specifications.


  1.  J61021 Sec 3 Piping Straight Length for Flow Orifice and other DP typ=
e Flow meters: Piping Straight Length for Flow Orifice and other DP type Fl=
ow meters are determined at Detail engineering stage based on final sizing =
of these flow elements by vendor. We recommend Piping Straight Length for 0=
% uncertainty for the Flow meters which are part of Guarantee Test and for =
the remaining flow meters Piping Straight Length can be as per 0.5% uncerta=
inty as given in the table of ISO-5167 standard.

The information regarding Orifice flow meters tags that require straight le=
ngth as per 0% uncertainty will be identified and communicated during the D=
etail Engineering stage.



  1.  J61021 Sec 3 Pressure & Temperature compensation for flow meters in G=
as & Steam services: We recommend Pressure & Temperature compensation in DC=
S for all flow meters in Gas & Steam services as it gives more accurate flo=
w indication. Due to different modes of operation and start-ups, the pressu=
re and temperature can be different from sizing values and thus P&T compens=
ation becomes necessary for accurate flow measurements. If the required pre=
ssure and temperature sensors are already connected to DCS then P&T compens=
ation need to be implemented in DCS for which most DCS vendors have standar=
d calculation blocks and only the required tags need to be connected.

If it is not possible to do Pressure & Temperature compensation for all flo=
w meters in Gas & Steam services then the critical flow meters in Gas & Ste=
am services must have pressure and temperature compensation.



  1.  J61021 Sec 4.1 CC distance of Magnetic Level Gauges : RDS wants to us=
e their own CC distance instead of standard CC distance for Magnetic Level =
gauges. We have no objection as long as vendors are able to comply with the=
 RDS CC distance requirement.



  1.  J61021 Sec 9 Location of Analyzer houses: We recommend location of An=
alyzer houses in non-hazardous area. However if they have to be located in =
hazardous area for want of space then the Analyzer houses need to be pressu=
rized from inside with Instrument air to prevent entry of hydrocarbon gases=
 from outside. Also all the Electrical components and instruments installed=
 inside the Analyzer house shall be encapsulated type to prevent creation o=
f sparks which can work as source of ignition. Other standards mentioned in=
 Sec 9 for Analyzer house like Vent fans and LEL detectors must be strictly=
 followed.



  1.  J61021 Sec 11 Manufacturing of SIS components as per IEC-61508: We re=
commend manufacturing of SIS(Safety Instrumented System) components e.g. Fi=
eld transmitters, ESD and Final Control element as per IEC-61508. Design of=
 the SIS shall be as mentioned by AIC as per IEC 61511 standard.



  1.  J61021 Sec 12 TUV certified ESD: We agree with AIC comment that this =
has to be done after the completion of HAZOP & SIL study. However please no=
te that SIL study is not in Topsoe scope.



  1.  J61021 Sec 14 Control valve pneumatic signal input and output 3 -15 p=
si g: The pneumatic signal going from the Control valve's electro-pneumatic=
 positioner to the valve actuator shall be 3 -15 psig where 3 psig correspo=
nds to 0% signal and 15 psig corresponds to 100 % signal. In Sec 7 we have =
specified the Control valve actuator shall have spring in the range of 6 - =
30 psig. It is important to understand here that the Total Force or Thrust =
acting on the Control Valve actuator spring depends on the area of the actu=
ator diaphragm and not on the range of pneumatic signal i.e. 3-15 psig.



  1.  Other comments on J61021 and J61021-01 are acceptable and shall be in=
corporated in the next revision of these documents.

ow meters are determined at Detail engineering
 stage based on final sizing of these flow elements by vendor. We recommend=
 Piping Straight Length for 0% uncertainty for the Flow meters which are pa=
rt of Guarantee Test and for the remaining flow meters Piping Straight Leng=
th can be as per 0.5% uncertainty
 as given in the table of ISO-5167 standard. <o:p></o:p></li></ol>
<p class=3D"MsoListParagraph">The information regarding Orifice flow meters=
 tags that require straight length as per 0% uncertainty will be identified=
 and communicated during the Detail Engineering stage.

in Gas &amp; Steam services: We recommend Pressure &amp; Temperature compen=
sation in DCS for all flow meters in Gas &amp; Steam
 services as it gives more accurate flow indication. Due to different modes=
 of operation and start-ups, the pressure and temperature can be different =
from sizing values and thus P&amp;T compensation becomes necessary for accu=
rate flow measurements. If the required
 pressure and temperature sensors are already connected to DCS then P&amp;T=
 compensation need to be implemented in DCS for which most DCS vendors have=
 standard calculation blocks and only the required tags need to be connecte=
d.

<p class=3D"MsoListParagraph">If it is not possible to do Pressure &amp; Te=
mperature compensation for all flow meters in Gas &amp; Steam services then=
 the critical flow meters in Gas &amp; Steam services must have pressure an=

lfo1">J61021 Sec 9 Location of Analyzer houses: We recommend location of An=
alyzer houses in non-hazardous area. However if they have to be located in =
hazardous area for want of space then
 the Analyzer houses need to be pressurized from inside with Instrument air=
 to prevent entry of hydrocarbon gases from outside. Also all the Electrica=
l components and instruments installed inside the Analyzer house shall be e=
ncapsulated type to prevent creation
 of sparks which can work as source of ignition. Other standards mentioned =
in Sec 9 for Analyzer house like Vent fans and LEL detectors must be strict=
ly followed.<o:p></o:p></li></ol>
<p class=3D"MsoListParagraph"><o:p>&nbsp;</o:p></p>

umatic positioner to the valve actuator shall
 be 3 -15 psig where 3 psig corresponds to 0% signal and 15 psig correspond=
s to 100 % signal. In Sec 7 we have specified the Control valve actuator sh=
all have spring in the range of 6 &#8211; 30 psig. It is important to under=
stand here that the Total Force or Thrust
 acting on the Control Valve actuator spring depends on the area of the act=
uator diaphragm and not on the range of pneumatic signal i.e. 3-15 psig.<o:=
p></o:p></li></ol>
